Five questions govt needs to answer on food security

Sonia Gandhi wants the chief ministers of fourteen states in which the Congress party is in power to role out the food security scheme in letter and spirit, and in quick time. Some media reports suggest that the scheme will be rolled out on August 20, which also happens to be the birth anniversary of Sonia’s late husband Rajiv.
While there seems to be a great hurry to launch the scheme there are some basic questions that the government needs to answer.

a) It has been pointed out time and again that the right to food security is likely to benefit 82 crore Indians. It seeks to cover 50% of the urban population and 75% of the rural population. The trouble is that no clear eligibility criteria for identifying the intended beneficiaries has been specified. It has been left to the state governments. As Jean Drèze wrote in a recent column in the Business Standard “For instance, the identification of eligible households is left to the discretion of the government. In the absence of clear eligibility criteria, no one is really entitled to anything as a matter of right; this defeats the law’s purpose.”
So the question is how will be the intended beneficiaries be identified.? The lack of a mechanism already seems to be causing problems. A report in the Daily News and Analysis points out that a presentation being made Sheila Dikshit, the chief minister of Delhi, was cut short by food minister KV Thomas. As the report points out “Dikshit’s presentation was cut short by food minister, when she mentioned that 32  lakh beneficiaries of existing schemes would be covered by the food security ordinance. She was reminded that in Delhi 72 lakh people are estimated to gain from the food security scheme. She had mentioned that Delhi had 2.62 lakh BPL card holders and 2.21 lakh are in the rehabilitation colonies and other 40,500 are in slums. Even these figures made just 26 lakh persons. Delhi CM then added another 10 lakh beneficiaries covered under the Antyodaya Ann Yojana and Anna Shri Yojana. She was told to undertake a fresh survey and draw the list of beneficiaries.”
Haryana Chief Minister Bhupinder Singh Hooda was in a similar situation. “Similarly, Hooda also come out with a figure of just 39 lakh beneficiaries.  He was also told that as per the population of his state, he needs to draw a list of not less than 1.69 crore,” the DNA reports.
So the calculations of the Delhi chief minister tell her that there should be 36 lakh beneficiaries(26 lakh + 10 lakh beneficiaries under the Antyodaya Ann Yojana and Anna Shri Yojana) of the food security scheme in Delhi. The food minister feels that there are 72 lakh estimated beneficiaries. Dixit has been asked to do a fresh survey and draw up a list of beneficiaries. The gap of 36 lakh (72 lakh minus 36 lakh) need to be filled.
Hooda needs to fill in an even bigger gap of 1.3 crore (1.69 crore minus 39 lakh). Both Hooda and Dixit want to launch the scheme on August 20, which is a little over a month away. How are so many people going to be identified in such a short period of time? And the bigger question is why has no method for identification of intended beneficiaries be prescribed? Sheila Dikshit plans to distribute food security cards to those eligible for the scheme. 

b)What is the food security scheme going to cost every year? The finance minister P Chidambaram in the budget speech he made earlier this year said “I have set apart Rs 10,000 crore, over and above the normal provision for food subsidy, towards the incremental cost that is likely under the Act.” The total food subsidy in the government budget for 2013-2014(i.e. The period between April 1, 2013 and March 31, 2014) is set at Rs90,000 crore. Chidambaram’s estimate will be lower for this year simply because the scheme will be launched in large parts of the country only during the second half of the year.
Economist Surjit S Bhalla writing in a column in The Indian Express puts the cost of the food security scheme at Rs 3,14, 000 crore. Bhalla’s calculations are fairly simple and straightforward to understand and put across the likely cost of the scheme more than clearly.
The Commission for Agricultural Costs and Prices of the Ministry of Agriculture in a research paper titled 
National Food Security Bill – Challenges and Options puts the cost of the food security scheme over a three year period to Rs 6,82,163 crore. During the first year the cost to the government has been estimated at Rs 2,41,263 crore. Andy Mukherjee, a columnist for the Reuters, puts the total cost of food security at $25 billion or Rs 1,50,000 crore (assuming $1 equals Rs 60).
And if all these numbers aren’t enough there is the original estimate of Rs 27,000 crore when the idea of the Right to Food Security was first mooted in the National Food Security Bill tabled in the Parliament in December 2011. As Jean Drèze and Amartya Sen write in 
An Uncertain Glory – India and Its Contradictions “The additional resources required to implement the Bill were officially estimated, at that time, at Rs 27,000 crores per year.”
So how much is the food security scheme eventually going to cost the government and in turn the taxpayers? The estimates as one can see vary anywhere from Rs 27,000 crore to Rs3,14,000 crore. Can the government at least provide us a clear estimate of that? Or would that even be possible for the government to do, given that it has specified no method to identify the intended beneficiaries. Hence, it has no idea of how many people it will eventually end up covering under the scheme. So how does it calculate the cost? 

c) The food security scheme aims to provide subsidised wheat and rice to nearly 82 crore people. In order to procure the required rice and wheat the government already has an elaborate procurement system in place. It uses the Food Corporation of India and various other state agencies to buy rice and wheat directly from the farmers. The rice and wheat thus bought will be later sold at a subsidised price by the government.
What does the government plan to do in bad years when the production and/or procurement of rice and wheat are hit? In the current year the procurement of wheat by the government has declined by 33 per cent to 25.08 million tonnes. This has been attributed to aggressive buying by private traders. As of now this is not a reason for worry for the government primarily because of the excess wheat that it had bought during the previous years.
But what happens in a year during which production of rice or wheat is hit. As the CACP research paper cited earlier points out “With 60 percent of India’s farmland dependent on monsoon rains, drought years can slash production and force the country to import large quantities. The government already procures one-third of the cereals production and any increase in procurement will have enormous ramifications on the cereal economy/markets and would crowd out private sector operations with a consequent effect on open market prices.”
The government has the option of importing grains. But that is easier said than done, specially in case of rice. “Rice is a very thinly traded commodity, with only about 7 per cent of world production being traded and five countries cornering three-fourths of the rice exports. The thinness and concentration of world rice markets imply that changes in production or consumption in major rice-trading countries have an amplified effect on world prices,” the CACP paper points out.
Andy Mukherjee of the Reuters explained the consequences of what would happen during a year of bad harvest, a lot more clearly, in a recent column. “When the domestic Indian crop is insufficient, the programme may destabilize a thin global rice market…Once the bulk of Indian consumption bypasses the local open market – where prices can and do rise in years of bad harvest – the full brunt of the country’s demand will have to be met by supply from Thailand, Vietnam, Pakistan and the United States. That will in turn cause prices to surge for countries dependent on imports, such as Nigeria, Senegal, Bangladesh, Indonesia and the Philippines,” he writes. Not only is the price of rice going to go up in India, the world prices will go up as well. We will start exporting food inflation in the years to come.

d) Are the states really ready to launch the food security scheme? Of the fourteen Congress governments in the country only two have committed to launch the scheme on August 20, 2013, the birth anniversary of Rajiv Gandhi.
The government plans to use the public distribution system (PDS) to distribute rice and wheat. Estimates made by CACP suggest that the currently the system has a leakage of 40.4%. “In 2009-10, 25.3 million tonnes was received by the people under PDS while the offtake by states was 42.4 million tonnes- indicating a leakage of 40.4 percent,” the research paper points out. This is a marked improvement from 2004-05 when the leakage was around 54.1%.
Drèze and Sen in their book An Uncertain Glory – India and Its Contradictions divide the PDS into ‘old-style’ PDS and ‘new-style’ PDS. “Basic features of the old-style PDS include narrow coverage, large exclusion errors, erratic supply of food and massive corruption. The new-style PDS is based on a focused effort to tackle these interrelated problems, and to achieve broad coverage, low exclusion errors, regular supply, and relatively small leakages,” write the authors.
States like Tamil Nadu, Chattisgarh, Andhra Pradesh, Himachal Pradesh, Odisha and Rajasthan, are a part of the new style PDS, Drèze and Sen point out. But large states like Uttar Pradesh and Bihar are still on the old style PDS. This will ensure a tremendous leakage of rice and wheat that is distributed at a subsidised price in these and other states which still have old style PDS. 

e) The government ultimately plans to move food security onto the cash transfer system from the current PDS. So beneficiaries will be paid in cash which they can use to buy rice and wheat from the open market. But what will happen to the elaborate grain procurement system that the government has built through the Food Corporation of India in that case? As Drèze and Sen write “If the PDS were to be replaced with cash transfers, the government would have to devise good ways of using all the rice and wheat it procures every year. The procurement system has a momentum of its own, and is unlikely to be dismantled any time soon. Upbeat estimates of massive ‘food subsidy’ savings in the event of a transition to cash transfers effectively assume a discontinuation (or at least a sharp reduction) of foodgrain procurement, but this assumption is rarely discussed. Nor is the political feasibility of discontinuing food procurement given any room in these calculations.”
These are important questions for which the government needs to answer or they will comeback to haunt us in the time to come.

Indian politics and its Lalu Prasad Yadav syndrome

During his heydays in the 1990s and the early 2000s, Lalu Prasad Yadav never organised political rallies.
He organised 
Railas.
These were very big political rallies held at the Gandhi maidan in Patna. And they were deemed to be so big by Lalu that the feminine sounding word ‘rally’ proved inadequate to describe them.
Hence a new word 
Raila was coined.
But time passed and the world went around, and in the end the old adage ‘you can’t fool all the people all the time’, came true in case of Lalu as well.
These days Lalu is a minor player both at the state and the central level. Given this, every few months you can hear him saying nice things about Sonia Gandhi, whenever the opposition parties choose to attack her.
A couple of days earlier Lalu went back to his favourite method of political engagement. He organised a 
parivartan (change) rally in Patna (and not a Raila). News reports suggest that Lalu hired thirteen trains to ferry his supporters to Patna for the rally.
This is a huge change from the usual. In the Bihar, that this writer grew up in, a rally would mean an open invitation to the supporters of Lalu to board any train that they wanted to.
Also like any good father would, Lalu used the occasion of the 
parivartan rally to soft launch his sons Tej Pratap and Tejashwi into big-time politics. Tej Pratap is a BA drop out and Tejashwi was a budding cricketer who played one Ranji trophy match for Jharkhand in November 2009. He was also a part of the Delhi Daredevils IPL team, warming his bum on the bench for a few seasons.
It is interesting if we compare this launch with that of Lalu’s own launch into serious politics which happened in the early 1970s. Lalu had quit student politics in 1970, after he lost the election for the post of the President of the Patna University Students Union (PUSU) to a Congress candidate. Before losing this election, Lalu had been a general secretary of the PUSU for three years.
As Sankarshan Thakur writes in Subaltern Sahib: Bihar and the Making of Lalu Yadav, “On the eve of elections of Patna University Students Union (PUSU) in 1973 non-Congress student bodies had again come together, if only for their limited purpose of ousting the Congress. But they needed a credible and energetic backward candidate to head the union. Lalu Yadav was sent for.”
The trouble of course was that Lalu was no longer a student. He was an employee of the Patna Veterinary College by then. But then those were the seventies and the state was Bihar, so not being a student was a small problem that could be fixed.
As Thakur writes “Assured that the caste arithmetic was loaded against the Congress union, Lalu readily agreed to contest. He quietly buried his job at the Patna Veterinary College and got a backdated admission into the Patna Law College. He stood for elections and won. The non-Congress coalition in fact swept the polls.”
And this set up Lalu for the big league as the agitation launched by Jai Prakash Narayan, against Indira Gandhi, gathered speed. The next year i.e. 1974, the agitation against Indira Gandhi spread throughout the country. As Thakur writes, “An agitation committee was formed, the Bihar Chatra Sangharsh Samiti to co-ordinate the activities of various unions and Lalu Yadav as president of PUSU was chosen its chief.” These events catapulted Lalu Yadav into the big league from which he never looked back. He became a member of the Lok Sabha in 1977 at a very young age of 29. He became the Chief Minister of Bihar in 1990.
But the fact of the matter remains that he if he wasn’t asked to contest the 1973 PUSU elections, Lalu might have never returned to politics and probably retired by now from the Patna Veterinary College.
Lalu was lucky because he was at the right place at the right time. His sons are lucky because they are his sons. The next generation of politicians(even those who are not a part of electoral politics) is always luckier to that extent. They already have a base that has been built to work from.
But the question does the next generation respect this base because of which they get lucky? And they answer seems to be no, as a spate of recent examples show. Robert Vadra, with his land dealings in Haryana and Rajasthan, has been a huge embarrassment for Sonia Gandhi, her son Rahul and the Congress Party.
Sharad Pawar had to recently come to the rescue of his nephew Ajit, after he made insensitive comments in drought hit Maharashtra. Mamata Banerjee’s IIPM educated nephew Abhishek stands accused of running Ponzi schemes in West Bengal. News reports suggest that UP Chief Minister Akhilesh Yadav has been spending a lot of time trying to settle ‘who gets the government contract’ dispute between his step brother Prateek and his first cousins. Pawan Bansal, had to recently quit as the Union Railway Minister after the Central Bureau of Investigation (CBI) caught his nephew Vijay Singla for running a jobs for bribes racket in the Indian Railways.
And there are examples from the past as well. Atal Bihari Vajpayee’s spotless reputation as the Prime Minister of the country was marred by the dealings of his foster son-in-law Ranjan Bhattacharya. J Jayalalithaa’s weakness for her foster son V Sudhakaran tarred her reputation. The late Pramod Mahajan’s son Rahul was and continues to be an embarrassment.
The late Prime Minister PV Narsimha Rao’s son Prabhakar was accused of being involved in the urea scam in the 1990s. If we go back a little further, Moraji Desai, the fourth prime minister of India, had to deal with allegations of graft against his son Kanti Desai. Kanti Desai had allegedly collected Rs 80 lakh for party funds misusing his position as the PM’s son. Raj Narain a minister in Desai’s cabinet, even came up with the slogan “
Hamse kya parda haiKantike haath mein garda hai (Why hide it from us, Kanti’s hands are muddied).”
Jagjivan Ram could have become the first dalit Prime Minister of independent India if he hadn’t been embarrassed by his son, Suresh Ram. Nude pictures of Suresh were published in a magazine called Surya, which was edited by Maneka Gandhi. The pictures showed him in a compromising position with a 21 year old student of Satyawati College, Delhi University, called Sushma Chaudhury, who he eventually married (On a slightly different note Suresh’s sister Meira Kumar is the speaker of the current Lok Sabha). “If the Kamasutra has 64 poses of making love, this one certainly had 10,” wrote Khuswant Singh in a later column, with regard to these pictures.
As veteran journalist and editor Inder Malhotra has been quoted as saying “In fact, in many ways Suresh Ram tried to emulate Sanjay Gandhi and received the same shelter from his father which Sanjay got from her mother. It was a game of one-upmanship.”
And Sanjay Gandhi, among all the sons, daughters and relatives of politicians, was the biggest embarrassment of them all. His dictatorial ways ensured that the Congress party was thrown out of power for the first time since independence in 1977 (For a detailed study on this Vinod Mehta’s The Sanjay Story is an excellent read). Indira Gandhi who was known to be very stern otherwise continued to be a mother when it came to Sanjay.
The broader point is that the politicians’ weakness and love for their progeny (or even other close relatives) puts them in embarrassing situations. At times, the progeny are acting as fronts for the shenanigans that the politicians indulge in and at times they are on their own. But in either condition there is a cost that is to be paid for.
A major reason that Lalu Prasad Yadav finally lost in Bihar was because of the shenanigans that his 
saalas (brothers in law) Sadhu Yadav and Subhash Yadav, indulged in. They had the political patronage of Rabri Devi, who was the Chief Minister of Bihar. News reports coming out now suggest that Lalu’s two sons are also not the best of buddies. And this can’t be good news for Lalu Yadav whose political fortunes have taken a huge beating since 2005.
All the politicians who promote their progeny in politics and allied areas, need to thank Indira Gandhi. If it wasn’t for her, politics in India would have never become a family owned business. As historian Ramachandra Guha said in a lecture titled 
Verdicts on Nehru: The Rise and Fall of a Reputation (Second V. K. R. V. Rao Memorial Lecture, Institute of Social and Economic Change, Bangalore, 20 January 2005) “After Nehru the Congress chose Lal Bahadur Shastri to become Prime Minister, a post on which he quickly stamped his authority. Mrs (Indira) Gandhi herself may never have become Prime Minister had not Shastri died unexpectedly. She was chosen by the Congress bosses as a compromise candidate who (they thought) would do their bidding. But once in office Mrs Gandhi converted the Indian National Congress into a family business. She first brought in her son Sanjay and, after his death, his brother Rajiv. In each case, it was made clear that the son would succeed Mrs Gandhi as head of Congress and head of Government. Thus, the ‘Nehru-Gandhi dynasty’ should properly be known as the ‘(Indira) Gandhi’ dynasty.”
India is still paying the costs of this monstrous mistake as almost all politicians now want to pass on the baton to their progeny and other relatives close to them. Professor Pulin Garg of Indian Institute of Management Ahmedabad used to say with regard to family owned businesses in India “
Haweli ki umar saath saal ( a family owned business lasts for 60 years).” It will be interesting to see how long political hawelis last on an average? That will be a big determinant of which way India goes in the decades to come.

1984 riots: The original ‘maut ke saudagars’ set the tone for future

Having grown up on a staple of bad Hindi cinema of the seventies and the eighties, I have always associated people with ‘French’ beards as being villanious. Indeed, this is a stereotype of the worst kind, which I have been unable to get rid off.
But now comes the news that a Delhi court has set aside the closure report of the Central Bureau of Investigation (CBI) on Jagdish Tytler, in connection with the anti-Sikh riots of 1984 and ordered that the case against him be reopened. For those who don’t know, Tytler has had a rather impressive French beard, over the years.
Tytler along with many fellow Congressmen took an active part in inciting the anti-Sikh riots that happened in the aftermath of Indira Gandhi, the then Prime Minister of the country, being assassinated by her Sikh bodyguards on the morning of October 31, 1984.
As Tavleen Singh writes in
Durbar “Mrs Gandhi (Indira) had set out of her house at about 9 a.m. And was walking through her garden towards her office, in a bungalow that adjoined her house, when her Sikh bodyguard, Beant Singh, greeted her with his hands joined together. Then he shot her with his pistol. Another bodyguard, Satwant Singh, opened fire with his automatic weapon.”
Gandhi was taken to the All India Institute of Medical Sciences (AIIMS) by her daughter in law Sonia, where she was declared dead.
Indira’s son Rajiv was sworn in as the Prime Minister in the evening of the same day. As Singh writes “We watched him on television. In a calm, emotionless voice, he said India had lost a great leader. Someone who was not just his mother but the mother of the country, or words to that effect. Then he stopped and stared sadly at the camera while Doordarshan showed shots of H.K.L. Bhagat (another Congress leader) and his supporters beating their breasts and shouting, ‘
Khoon ka badlka khoon se lenge.’ Blood will be avenged with blood.”
In the environment that evovled the entire community of Sikhs were held responsible for the murder of Indira Gandhi. By the evening of October 31, the violence started. As Ramachandra Guha writes
India After Gandhi – The History of World’s Largest Democracy “Everywhere it was Sikhs and Sikhs alone who were the target…In Delhi alone more than a thousand Sikhs perished in the violence…They were murdered by a variety of methods, and often in front of their own mothers and wives. Bonfires were made of the bodies; in one case, a little child was burnt with his father, the perpetrator saying, ‘Ye saap ka bachcha hai, isse bhi khatam karo’ (This offspring of a snake must be finished too).”
And this was not a spontaneous outflow of grief as it would be made out to be. It was mob-violence that was directed at the Sikh community in a cold and calculated way. “The mobs were composed of Hindus who lived in and around Delhi…Often they were led and directed by Congress politicians: metropolitan councillors, members of Parliament, even Union ministers. The Congress leaders promised money and liquor to those willing to do the job; this in addition to whatever goods they could loot. The police looked on, or actively aided the looting and murder.”
Jagdish Tytler was seen inciting one such mob around Gurdwara Pul Bangash near the Azad market in Delhi. Surinder Singh, the Head Granthi of the Gurdwara testified against Tytler on sworn affidavits. “
On 1st November 1984 in the morning at 9am a big mob which was carrying sticks, iron rods and kerosene oil attacked the Gurdwara. The crowd was being led by our area Member Parliament of Congress (I) Jagdish Tytler. He incited the crowd to set the Gurdwara on fire and to kill the Sikhs…Five to six policemen were also with the crowd. On incitement by Jagdish Tytler, they attacked the gurdwara and set it on fire.” (Source: Tehelka).
And while Delhi burnt on those first few days of November 1984, Rajiv Gandhi and his ministers, sat on their bums watching the whole show unfold. Senior leaders approached the government to call out the army on the streets. But nothing happened. As Singh writes “But the new Prime Minister did nothing. Not even when senior political leaders like Chandrashekar and (Mahatma) Gandhiji’s grandson, Rajmohan Gandhi, went to the home minister(P V Narsimha Rao) personally to urge him to call out the army for help was anything done in those first three days of November to stop the violence.”
This is something that Guha also writes in
India After Gandhi. “There is a large cantonment in Delhi itself, and several infantry divisions within a radius of fifty miles of the capital. The army was put on standby, despite repeated appeals to the prime minister and his home minster P.V.Narsimha Rao, they were not asked to move into action. A show of military strength in the city on the 1st and 2nd would have quelled the riots – yet the order never came.” Doordarshan, the only television channel in the country at that point of time, added fuel to fire by constantly showing crowds baying for the blood of the Sikhs.
A few week’s later in a public speech Rajiv Gandhi justified the pogrom(basically an organised massacre of a particular ethnic group) against Sikhs when he said “When a big tree falls, the earth trembles!”. Years later Sher Singh Sher, a Chandigarh based Sikh made the quip “
Were there only Sikhs sitting under that tree?” (Source: The Tribune) Gandhi in several speeches in the months to come even alleged that the same extremist elements who had killed his mother had also engineered the riots.
Rajiv Gandhi like his mother was assassinated seven years later in 1991. Since then the Congress party has moved on and is now in the hands of his widow Sonia and their son Rahul. In December 2007, Sonia Gandhi, called Narendra Modi, the Chief Minister of Gujarat “
maut ka saudagar”.
The irony behind Sonia’s statement was that the Congress party had many
maut ke saudagars who had gone unpunished for instigating the riots of 1984. It was a situation of the pot calling the kettle black. But that doesn’t mean that nothing happened in Gujarat.
Sonia’s statement was made in the context of the riots that happened in Gujarat in 2002, where more than 2000 Muslims were killed. The riots happened after bogey number S6 of the Sabarmati Express caught fire on February 27,2002, on the outskirts of the Godhra railway station. Fifty eight people died in the fire. The bogey had
kar sevaks returning from a yagna in Ayodhya.
As Guha points out “On their way back home by train , these
kar sevaks got into a fight with Muslim vendors at the Godhra railway station…Words of the altercation spread; young men from the Muslim neighbourhood outside the station joined in. The kar sevaks clambered back into the train, which started moving as stones were being thrown. However, the train stopped on the outskirts of the station, when a fire broke out in one of its coaches. Fifty eight people perished in the conflagration…Word that a group of kar sevaks had been burnt to death at Godhra quickly spread through Gujarat. A wave of retributory violence followed.”
In fact the behaviour of Modi in the aftermath of the Gujarat riots was very similar to that of Rajiv Gandhi. He justified the violence, like Rajiv Gandhi had, as a spontaneous reaction. He said that the burning of the railway coach at Godhra had led to a ‘chain of action and reaction’.

(A chain of action and reaction is being witnessed now.We feel that there should be no action nor reaction. Day before yesterday in Godhra, the incident in which forty women and children were burnt alive had to naturally evoke a shocking response in the country and abroad. The people in this locality of Godhra have had criminal tendencies. They first killed the women teachers and now this horrifying crime the reaction to which is being witnessed). Guha finds man similarities between the two pogroms, the one against the Sikhs of Delhi in 1984, and the one against the Muslims of Gujarat in 2002. Both the cases started with stray acts of violence for which a generalised revenge was taken. “The Sikhs who were butchered were in no way connected to the Sikhs who killed Mrs Gandhi. The Muslims who were killed by the Hindu mobs were completely innocent of the Godhra crime,” writes Guha.
In both the cases there was a clear breakdown of law and order. More than that graceless statements justifying the riots, were made, one by a serving Prime Minister and another by a serving Chief Minister. And in both the cases, serving ministers, aided the rioters.
But its the final similarity between the two different sets of events that is the most telling, feels Guha. “Both parties, and leaders, reaped electoral rewards from the violence that they had legitimised and overseen. Rajiv Gandhi’s party won the 1984 general election by a large margin, and in December 2002, Narendra Modi was re-elected as the chief minister of Gujarat after his party won a two-thirds majority in the assembly polls,” Guha points out. Modi, the first RSS pracharak to become a chief minister, has won two more polls since then.
To conclude, if justice had been quickly delivered in the 1984 anti-Sikh riots and the Congress leaders who instigated the violence had been jailed, chances are the 1993 Mumbai riots and 2002 Gujarat riots would never have happened. And if they had, they would have happened on a much smaller scale. The original maut ke saudagars of 1984 set the tone for much of what followed.

Holier-than-thou Rahul and the end of Silent Movie

Silent Movie is a wonderful Hollywood comedy which released in 1976. The movie has no audible lines spoken by its characters, except one. Marcel Marceau, who was a noted mime artist of that era has the only speaking line in the movie: “Non!”.
Due to this the movie is listed in the 
Guiness Book of World Records and holds the record for having the fewest spoken lines of any movie which has sound. The irony of course was that the only character in the movie who spoke was the one who was not expected to speak at all, given that he was a mime artist.
In India, the Congress party works in exactly the opposite way as the 
Silent Movie. Its top two functionaries, Sonia Gandhi and Rahul Gandhi, rarely open their mouths, whereas the other leaders of the party speak all the time, speaking much more than they should, more often than not.
Rahul Gandhi ended his 
Silent Movie yesterday when he addressed the Confederation of Indian Industries (CII), a lobby for big business in India, and spoke for 75 minutes straight. And from the various accounts that have appeared in the media today, he had them floored.
As far as first major stage performances go it wasn’t a bad act. While he wasn’t in the same league as Amjad Khan was in the 1975 mega hit 
Sholay he was not as bad as Armaan Kohli was in the 1992 mega dud Virodhi. He was somewhere in between. While he might have got his audience to laugh and clap, there wasn’t much substance or vision for that matter, in what he said.
His speech had a a holier than thou attitude, blamed everybody except the Congress party for the mess that India is today and had a very simplistic way of looking at things. Let me to elaborate.
At the beginning of his speech Rahul baba talked about the journey he made a few years back on the Lokmanya Tilak express from Gorakhpur to Mumbai (Lokmanya Tilak is a station in Mumbai at which many long distance trains coming from the Eastern part of the country terminate). “I spent a large part of the Thirty Six hour journey moving across the train and talking to travellers – youngsters, weary families, and migrants moving from the dust of Gorakhpur to the glitter of Mumbai. Took us Thirty Six hours. It is called an Express!”
Yes, the train takes 36 hours and is still called an Express. But the question is who is to be blamed for this? Between 1947 and 2013, the Congress Party has ruled India uninterrupted, for long periods of time. Gandhi’s great grandfather, grandmother and father were Prime Ministers of this country. His mother came close to being one, and still is the defacto prime minister of this country. So if an express takes 36 hours to complete a journey, I am sure we cannot blame Kapil Dev for it.
The fault lies with the Congress party, of which Rahul Gandhi is now the Vice President.
On a slightly different note, The Deccan Queen, a train that runs between Mumbai and Pune, now takes more time to complete the journey, than when it started in 1929.
Rahul baba’s blame game did not stop at this. Some time later in the speech he said: “I am a pilot. I learnt to fly in the United States, I came back. I wanted to convert my license. So I went to the DGCA and I asked what do I have to do. They gave me the curriculum, I opened the book. A large section in the book talks about how to drop mail from aero-planes. How many of you are getting your mail dropped from airplanes in the sky?…And it’s not only in pilot training, it’s everywhere. Look at our text books, open them out. Most of the stuff is not really relevant to what they are going to do.”
This is very true. Our education system sucks. It doesn’t encourage people to think. It encourages them to 
ratta maar (i.e. mug up) and go vomit it in the exams. It doesn’t make them employable. But the question, as earlier is, who is to be blamed for this? In case of Railways one can at least partly excuse the Congress party that given the compulsion of coalition politics the ministry has not been with the party for a while now. But what about the human resources development ministry which overlooks the education scenario in this country. That has always been with the Congress.
So was Rahul effectively trying to tell us that various human resources development ministers that the Congress has had over the years have been sitting on their asses doing nothing?
Rahul baba then went onto to dismiss China as a simplistic place. This was a very stupid thing to say. China has a history and a culture which is as old as India’s. Paper, ink, printing and paper money, things we take for granted now, where all invented in China. And such a country can be anything but simplistic.
He cited the example of a Chinese bus driver who ran over a pedestrian and then drove away immediately. The idea was to show the lack of accountability that prevails in China. I guess he has a very selective memory to say the least. Incidents like this happen regularly in India. And since he has chosen to forget let me remind him about what happened on December 16, 2012, in the city of New Delhi, where he lives. A twenty three year old woman was trying to get home but since the autorickshaw drivers of Delhi wouldn’t drop her, she along with a friend chose to take a bus. We all know what happened after that.
Since Rahul baba will be performing more and more in the run up to the 2014 Lok Sabha elections it is important he remembers a line written by Akhtar-Ul-Iman and spoken by Raj Kumar in the 1965 superhit Waqt, which goes like this: “
Chinoi Seth…jinke apne ghar sheeshe ke hon, wo dusron par pathar nahi feka karte(Chinoi Seth…those who live in glass houses don’t throw stones at others).”
Rahul baba did not stop at this and he went onto further criticise China. China applies power in a blunt, obvious way, he said. On the other hand India applies power in a gentle, soft and supportive way, which works better in the long run.
But what he forgot to tell his esteemed audience was that since 1978, over the last 35 years, China has pulled out millions of its people out of poverty. This has been done at a very fast rate which has never been seen before in the history of mankind. As 
The Economist put it “In all it was Mr Gandhi who sounded rather simplistic about China. Anyone in the room might have pointed out China’s stunning successes in cutting poverty, improving health, promoting manufacturing and jobs, building infrastructure, and so on.” Also, it is important to remind Rahul baba here of a statement that John Maynard Keynes, the greatest economist of all time, once made: “In the long run we are all dead”. And that includes Rahul Gandhi as well.
And if all this wasn’t enough he assured Indian businessmen who had gathered in droves to listen to him speak that if a person could succeed in doing business in India, he could run a business “even on the moon”. Isn’t that a matter of shame that it is so difficult to do business in India? The Rahul Gandhi led Congress party has presided over the total loss of governance in this country.
Even with all this, lets give Rahul baba the benefit of doubt and believe that he is ready to cut himself out from the misdeeds of his ancestors and his party. He is ready to make a fresh start. So given that what are his ideas for India?
It is one thing hiring a good speech writer and making motherhood and apple-pie kind of statements like “A rising tide doesn’t raise people who don’t have a boat. We have to help build the boat for them.” It is another thing spelling out specifically how does he plan to go around building boats for people, so that they can use that and flow with the tide. And if he can’t do that in a speech and performance which lasted all of 75 minutes when else will he do it?
As The Economist puts it “Mr Gandhi could have spelled out two or three specific measures, ideally in some detail, that he would support—for example, getting an Indian-wide goods-and-services tax accepted; promoting investment in retail or other industries; or devising a means by which infrastructure could be built much quicker. If he were really brave, he might have set out thoughts on ending bureaucratic uncertainty over corruption, or on land reform.”
Rahul Baba was very emphatic in saying that “one man on a horse” cannot save India. That is definitely true. And even if one man on a horse could have saved India, Rahul baba wouldn’t have been riding it. That is for sure.

Why Rahul Gandhi doesn't really mean what he says

In an interview to the Tehekla magazine in September 2005, Rahul Gandhi, now the Vice President of the Congress party, is said to have remarked that I could have been prime minister at the age of twenty-five if I wanted to.”
The statement created an uproar. The Congress party immediately jumped to the defence of its princling. Abhishek Manu Singhvi, the then Congress spokesperson, specifically mentioned that Rahul had not said ‘I could have been prime minister at the age of twenty-five if I wanted to’.
Tehakla initially stood by its story but backed down later. “This seems to be a clear case of misunderstanding. Mr Gandhi thought he was having a casual chat whereas our reporter took it to be a proper interview,” the weekly said
in a statement.(The ‘edited’ casual chat can still be read on Tehelka’s website).
On another occasion Gandhi remarked
“Please do not take it as any kind of arrogance, but having seen enough prime ministers in the family…it is not such a big deal. In fact, I often wonder why should you need a post to serve the nation.” (Source: Decoding Rahul Gandhi, Aarthi Ramachandran).
Gandhi’s obsession on clarifying that he is not in the race, seems to have continued. “Asking me whether you want to be prime minister is a wrong question,” he recently told journalists. In fact he even went onto add that he did not want to get married because marriage leads to children and a lust for power. “I feel we should all be detached from power. Only then we can contribute to the society better. You people ask me about my marriage plans. Sometimes, I think, if I marry and have children, I would want my children to take my position,” he said.
The spin doctors of the Congress party have been working overtime to portray this statement of their princling as a great sacrifice. But being married has got no link with running political fiefdoms and lusting for power. As Swaminathan Anklesaria Aiyar writes in
a recent column in The Times of India “Mayawati and Jayalalithaa are both unmarried and without kids, and they run fiefdoms no less feudal than the Congress. Absence of children has never meant decentralisation.” This argument also works for Mamata Banerjee in West Bengal, Naveen Patnaik in Orissa and Narendra Modi in Gujarat, who also run political fiefdoms despite having no children. So the lust for power or politicians running political fiefdoms, has got nothing to do with being married or not.
Also the question is that what can Rahul Gandhi get done as a Prime Minister that he cannot get done being outside the government (assuming that the Congress led UPA continues to be in power)? As Tavleen Singh writes in
a recent column in The Indian Express Rahul already has more power than almost any politician in India other than his mother. So why should he want something he already has?”
Other than wanting to be detached from power, Rahul Gandhi also wants to empower middle-level leaders. “Today, I see how MPs feel without power and it is the same story in all the parties, be it the Congress or the BJP. I want to empower the 720-odd MPs in Parliament. I want to give voice to the middle tier, empower the middle-level leaders,” he said.
While he can’t do anything about the BJP, what is he doing about the Congress? Not much seems to be the answer. The upper ranks of the Congress party seem to be filled with sons/daughters of Congress leaders. In fact, Rahul’s boys, a term I use for the relatively younger leaders in the Congress party supposed to be close to the princling, are all sons of Congress leaders. As Aiyar writes “After talking for years about promoting youth in politics, you have indeed promoted many newcomers to important ministerial positions. They are young by Indian standards, but many have greying hair. The list in New Delhi includes Jyotiraditya Scindia, Sachin Pilot, Milind Deora and Jitin Prasad.”
Nothing seems to have been done about the Congress tradition of the so called “high command” appointing the Chief Minister, in case the party happens to win a state election or even otherwise. This trend was most recently visible in Uttarakhand where the majority of the MLAs wanted Harish Rawat as the Chief Minister, but had to make do with the high command’s choice of Vijay Bahaguna ( who interestingly is the son of the late H N Bahuguna, who was with the Congress party for most of his life). The high command also appointed Prithiviraj Chavan (whose father and mother were both Congress MPs), a political lightweight who was not a member of the state assembly, as the Chief Minister of Maharashtra when they wanted to replace the scam tainted Ashok Chavan (son of SB Chavan, another Congress leader).
The points made above are not exactly rocket science. And I am sure Rahul Gandhi understands them as well as the others. As Tavleen Singh writes in The Indian Express Rahul Gandhi knows this as well as anyone else in politics, and if he wants to change things, then this is terrific. But why does he not get on with it? Why does he not begin by ensuring that next time the Congress party wins elections in some state, the high command is not given the task of choosing the chief minister? Why does he not ensure that next time a parliamentary constituency reports a vacancy, it does not get handed down to an heir?”
Singh in her column writes that as a responsible political pundit she has been mulling over what Rahul Gandhi said, and she remains “puzzled” and “mystified” by it.
This writer believes that there is an answer to what Singh refers to as a mystery and a puzzle. Allow me to explain. The writer Ramachandra Guha told me in an interview late last year that “I think this dynasty (Gandhi) is now on its last legs. Its charisma is fading with every generation.”
This is something that Shekhar Gupta also pointed out in The Indian Express “Ask any Congress leader who contests elections (unlike its star cast of chronic Rajya Sabhaists) and they will admit to you, albeit in whispers and fearfully glancing left and right, that the days when the Gandhi family could win them their seats are over. In the elections, now, it is every man for himself.”
This has been proven in Uttar Pradesh elections and the Bihar elections before that where the Congress party was routed. Rahul Gandhi was closely involved with both the elections. Given this the ability of Rahul Gandhi or for that matter his mother Sonia, to get in the votes for the party, is very limited. They are not in the same league as Jawahar Lal Nehru, Indira Gandhi or even Rajiv Gandhi, before them. Gupta explains it best when he writes “their ability to win seats beyond the Amethi-Rae Bareli enclave has diminished to insignificance.”
It would be foolish to believe that Rahul or Sonia do not understand this. Hence, they need the Scindias and the Deoras and the Pilots and the Prasads, of the world to continue winning elections. The smaller princlings within the party who can continue bringing in the votes from all across the country. The Congress party may be a shadow of what it was in the past, but it continues to remain India’s largest party. And for it to hold onto what it has, it needs to continue with the feudal structure that totally encapsulates it, with the Gandhis at the top.
In fact when the party has tried to get rid of its feudal structure it has had disastrous results. Take the case of Andhra Pradesh. After the death of Y S Rajasekhara Reddy, his son Jagan Mohan, wanted to become the Chief Minister. And that was not allowed. Jagan Mohan left to form his own party and is expected to widely damage the electoral prospects of the Congress party in a state which sends 42 members to the Lok Sabha.
On the flip side, even though the Gandhis are no longer the vote winners they once were, they are still very important to the idea of Congress. As Gupta put it in his column “I asked a senior (and always elected) Congress leader, then why was the Gandhi family still so important and had total sway over the party. He said, surely they cannot help anybody win elections, but they keep the party together. Their word is law and the party needs that discipline. Illustration: the moment Sonia or Rahul says something, everybody nods and falls in line. If Narasimha Rao or Sitaram Kesri said something, everybody broke out in rebellion and rashes.” So even though the Gandhis may not bring in the votes, they do help keep the Congress flock together.
Given this is in nobody’s interest, neither the Congress party, nor Rahul Gandhi (or for that matter his mother Sonia) to disturb the status quo. The Congress needs the Gandhis to survive as a party, and the Gandhis need the seats in the Parliament and the state assemblies to continue to be relevant.
In October 2008, while addressing girl students at a resort near Jim Corbett National Park, Rahul Gandhi referred to “politics” as a closed system in India. “If I had not come from my family, I wouldn’t be here. You can enter the system either through family or friends or money. Without family, friends or money, you cannot enter the system. My father was in politics. My grandmother and great grandfather were in politics. So, it was easy for me to enter politics. This is a problem. I am a symptom of this problem. I want to change it.”
More such statements will be made in the days to come. Meanwhile, the symptom and the problem will continue to co-exist.
